New Hampshire has the lowest arrest reporting rate in the New
England region because reporting by local law enforcement agencies
is voluntary. In addition, a new reporting system was implemented
in 1997, which many police departments have yet to adopt. Of the
238 police departments, 100 or so are now using this new method.
