| Attention has recently been focused on
how the number of girls involved in the juvenile justice system
appears to be increasing. The rate of increase and the causes
of it are subjects for intense concern and debate.
As the ABA study, Justice by Gender (2001,) put it “While
juvenile crime rates—particularly those for violent crimes—have
steadily decreased since peaking in 1994, arrest, detention, and
dispositional custody data show an increase in both the number
and percentage of girls in the juvenile justice system—a
trend that runs counter to that of boys . . . There is a glaring
dearth of appropriate, developmentally sound, culturally competent,
gender-specific prevention, diversion and treatment programs for
